The matter is taken up through Hybrid mode.

It is submitted by the learned counsel for the Petitioner that there is fatal defect in the instant application as the explanation for delay is not incorporated and/or pleaded therein. The order passed by the authority on 26.02.2020 is assailed in the instant writ petition filed in the year 2025. 3. As the writ petition is bereft of any explanation for such inordinate delay, we permit the writ Petitioner to withdraw the instant writ petition with liberty to file a fresh for the selfsame relief with the rider that such liberty should not be construed that the delay shall not be considered as a barrier in the subsequent writ petition.

With the aforesaid order, the writ petition is disposed of.
