Petition under Article 226 of the Constitution of India praying that in the
circumstances stated in the affidavit filed therewith, the High Court may be

pleased to issue an appropriate Writ, order or direction more particularly one
in the nature of Writ of Mandamus declaring the inaction on the part of the
Respondent's No.4 to 6 in releasing the payment due to the petitioner
towards the purchase of Groundnut Seed Processing Unit Supplied to the
Seed Multiplication Farm, Nagalapuram, Tirupati District, despite admitting the
liability through the proceedings dated 27.06.2025, as illegal, arbitrary,
unreasonable, abdication of the statutory dusty cast upon them apart from
being violative of Articles 14 and 300-A of the Constitution of India and
consequently direct the Respondents No.5 to release the entire admitted
amount together with 18 percent GST and interest at 12percent per annum
from the date the amount became due till the date of actual payment, and

ORDER:-
1.This Writ Petition is filed under Article 226 of the Constitution of India seeking a Writ of Mandamus declaring the inaction of Respondent Nos.4 to 6 in releasing the amount due to the petitioner towards the Groundnut Seed Processing Unit supplied to the Seed Multiplication Farm, Nagalapuram, Tirupati District, despite admitting their liability through proceedings dated 27.06.2025, as illegal, arbitrary, unreasonable, and violative of Articles 14 and 300-A of the Constitution of India.
2.Heard Ms.S.Parineeta, learned counsel for the petitioner, Sri A.Narasinga Rao, learned Assistant Government Pleader for Finance and Planning and Ms.M.Sandhya Deepthi, learned Assistant Government Pleader for Agriculture for the respondents.
3.Learned Assistant Government Pleader for Agriculture would submit that they have already presented the bill to the competent authority and that the bill has been passed. It is further submitted that there is no dispute with regard to the petitioner's entitlement or the amount payable, and that the release of payment is pending only for clearance of funds by the Finance Department.
4.Learned Assistant Government Pleader for Finance would submit that the petition may be disposed of by directing the respondent-authorities to clear the bill within a fixed timeframe.

5.In the light of the above said submissions, the Writ Petition is disposed of, directing the respondent-authorities to clear the bills payable to the petitioner within a period of one (1) week from the date of receipt of copy of this order. There shall be no order as to costs.
