Instant Public Interest writ petition is filed for a writ of mandamus directing the Cochin Devaswom Board - 2nd respondent to fix a reasonable and fair amount as ground rent for the allotment of 264750 sq.ft of devaswom land to the Thrissur Pooram Exhibition Committee for conducting Thrissur Pooram Exhibition – 2018. 2. As per Exhibit P12 proceedings of the Cochin Devaswom Board dated 20.2.2018, rate has been fixed for conducting pooram exhibition in connection with the Thrissur Pooram – 2018. Exhibit P12 dated 20.02.2018 reads thus: (Emblem) PROOCEEDINGS OF THE COCHIN DEVASWOM BOARD Regarding the allotment of Sri. Vadakkumnathan Temple Ground for conducting Thrissur Pooram Exhibition Read: 1) Resolution No.3 of the Board meeting held on 20/02/18. W.A. No.11871 of 2018 : 3 : Order No. R.12863/2015, dated 20.02.2018 It is hereby ordered that 264750 square feet are of Sree Vadakkumnathan Temple Ground which is in the ownership of the Cochin Devaswom Board is given on rent at the rate of 12 paise per square feet and the total rent amount is rounded to Rs.200000/together with the lawful GST for conducting pooram exhibition in connection with the Thirssur Pooram of 2018 on the following conditions;
The vehicles enter into the exhibition area shall be parked only at the parking area provided by the Board since the parking space of the vehicles come to the pooram exhibition area are provided by the Board.
The vehicles of those persons who come for watching pooram exhibition shall not be parked in any other place.
Passes from the Cochin Devaswom Board are to be obtained in advance for parking the vehicles of the members of the exhibition committee at the ground.
Pooram committee has to make provisions for lights at the parking ground.
Pooram exhibition committee can display advertisements at the place allotted for pooram exhibition. (By Order) Secretary”
