J U D G M E N T The petitioner, as against the penalty order, Ext.P1, filed Ext.P3 appeal before the 1st respondent. The petitioner also filed a stay petition as per Ext.P4. Considering the facts and circumstances of the case, there shall be a direction to the 1st respondent to consider the stay application within a period of two months, after issuing notice to the petitioner.
